§ MR. ARNOLD-FORSTERsaid the Report had already been laid on the Table of the House, and ordered to be printed. He regretted it had not yet been issued. But he did not think any inconvenience had resulted, as the matter would come up for discussion on Vote 8.

§ MR. WILLIAM ALLAN (Gateshead)asked if the Report had not been long in the hands of the Admiralty. Why was it not issued before?
§ MR. ARNOLD-FORSTERIt is a matter of extreme regret to me that it has not already been circulated. The Admiralty gave instructions for it to be printed, and it is in the hands of the printers. There has been no delay on our part; on the contrary, we have done our best to press the matter forward.
§ MR. WILLIAM ALLANI can only say that it ought to have been printed long ago.
