BALFOUR, Manchester, E.)In answer to my hon. friend I have to say that I do not think any final steps should be taken until the House has sanctioned those Rules of Procedure which suggest, in part, the necessity for the appointment of this Committee. But I hope there will be no long delay, both in passing the Rules and in appointing the Committee.
