HERBERT ROBERTS (Denbighshire, W.)I beg to ask the Secretary of State for the Home Department, whether he will state why the delay has 993 occurred in distributing to Members the Licensing Bill which was introduced on the 31st ultimo, and can he say when the Bill will be in the hands of the Members.
