To ask the Postmaster-General whether he is aware that German lottery circulars are being distributed through the post in unclosed wrappers and envelopes; and if he can say what steps are being taken to prevent this distribution.

German lottery circulars in open covers have lately been sent to this country from the Continent in considerable numbers, and all those which have been observed have been stopped. Foreign postal administrations have already been informed that such circulars are prohibited by law in this country. It is, of course, not possible to examine every open cover passing through the post, but if any lottery circulars in open covers have been delivered it is only because they have escaped detection.
