(Answered by Mr. Auslen Chamberlain.) I do not think it is desirable to institute inquiries into the contents of closed letters presented at post offices for prepayment in money. Nor would any precaution of this kind be effectual in preventing illegal documents being sent by post. I do not understand how the 129 prepaid stamp can be thought to give any official recognition to the contents of the letters.
