To ask the First Lord of the Treasury whether, having regard to the fact that by Section 1 of the Education (England and Wales) Bill, the Council of a borough with a population of over ten thousand becomes the local education authority for the purpose of Part III. of the Act, and that the clergy and minister have in the past taken a leading part in educational affairs as members of School Boards and otherwise, he intends to introduce a Bill to repeal Section 12 of The Municipal Corporation Act, 1882, which disqualifies any person who is in holy orders or the regular minister of a dissenting congregation for being members of a municipal corporation, and to allow the clergy and ministers to be members both of County Council and of Borough Councils.
