§ MR. HUMPHREYS-OWENTo ask the First Lord of the Treasury Whether it will be in the power of a Country Council, 1055 before the appointed day under the Education (England and Wales) Bill, to levy a rate for the monthly or weekly payments for salaries, &c., for which they will then become liable.
(Answered by Mr. A. J. Balfour.) It is true that the Country Council will have the power referred to, but I have no reason to think that there will be any necessity for the exercise of the power.
