Lords Amendment considered:— In page 2, line 13, leave out from ("lochs") to ("or") in line 14, and insert ("all the proprietors of which have agreed to permit such fishing").

MR. M'CRAE (Edinburgh, E.)

said the Amendment introduced by the Lords was contrary to the spirit of the Bill as passed by the House of Commons. He would not, however, oppose it, as, at this period of the session it might be fatal to the measure to do so.

MR. CALDWELL

also protested against the Lords Amendment.
