To ask the Under Secretary of State for Foreign Affairs whether the British, French, and Japanese consular representatives at Shanghai are prepared to agree to the demand of Lin Kun-Yi, Viceroy of Nanking, that the foreign garrisons now occupying Shanghai be withdrawn; and, if so, whether the British Government will use its efforts to arrange with those Powers whose troops are garrisoning Shanghai for a simultaneous evacuation of that port.

(Answered by Lord Cranborne.)His Majesty's Government are not aware of the views held by the consular representatives at Shanghai in regard to the request of the Chinese Government. We have, however, informed the French, German, and Japanese Governments of our willingness to withdraw our troops provided that those Powers take a similar course.
