I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether the clauses of the Criminal Law and Procedure (Ireland) Act, recently revived by proclamation, are to be made retrospective in their operation.

Perhaps I may be permitted to reply to this Question. If the hon. Member will refer to Section 5 of the Statute he will see that Sections 2, 3, and 4 apply to offences committed before the proclamation. Section 11, however, limits this period to six months before the proclamation in respect of offences prescribed under Section 2.

But a number of prisoners have been tried under Section 1.
