I beg to ask the Under Secretary of State for Foreign Affairs whether any representations have been made to Lord Pauncefote by the State Department at Washington with reference to the conduct of Captain L. Bayley, Naval Attaché to the British Embassy at Washington, in making soundings of harbours and other investigations of the Atlantic coast defences in Florida; whether such acts are in conformity with the practice of military or naval representatives attached to British Embassies: and whether it is intended to recall Captain Bayley.

No such complaint has been addressed to His Majesty's Embassy by the United States Government, and we are informed there is no foundation for the reports that Captain Bayley had committed any irregularity.
