JAMES O'CONNORI beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether, when a soldier goes on active service, records for past misconduct are cancelled; if so, is the same course adopted in the case of postal employees who have volunteered and been accepted for service in South Africa; and if not, will he explain on what ground is the distinction made.
§ MR. AUSTEN CHAMBERLAINThe Postmaster General cannot say whether the practice in the Army is as stated, but he sees no reason for adopting such a rule in the Post Office Service.
