I beg to ask the Secretary of State for War whether he will state by whose authority the military authorities in the Transvaal and Orange River Colonies charge 6d. each time they issue a permit to members of burghers' families, either to leave their farms or to bring food from the towns; and can he state how the proceeds of the sums derived from these fees for permits are employed.
