In conformity with a pledge I gave to the House a few days ago, it may be proper for me now to say that Lord Milner and Lord Kitchener have had two conferences with the delegates, and at their request Lord Kitchener, while refusing an armistice on military grounds, has agreed to give facilities for the election and meeting of representatives of the various commandos to consider the position. The Boer leaders have left Pretoria for this purpose, and it is not expected that communications can be resumed in less than three weeks.
