BLACK (Banffshire)I beg to ask the Secretary of State for the Colonies whether Lord Kitchener and Lord Milner are still debarred from expressing any opinion to the Boer leaders upon the suggestion made by them in the course of the current negotiations; if so, will the Government, with the view of promoting the conclusion of peace, now give these noblemen greater discretion.
