I bog to ask the Secretary of State for War whether the War Office will prepare model plans and specifications of safety ranges, and a statement of the necessary restrictions and regulations, which could be supplied to those engaged in starting rifle clubs; and whether some officer possessing special knowledge of the subject could be appointed, to whom the managers of proposed rifle clubs might apply for advice and assistance.

The instructions for miniature and safety ranges issued last month give directions for their construction. Secretaries of rifle clubs should apply to General Officers Commanding Districts for any further information they may require. The War Department accepts no responsibility regarding the safety of a civilian rifle club range; the question of such a range being or becoming a public nuisance is one for the legal advisers of the club.
