SWIFT MACNEILLI beg to ask the Secretary of State for War whether, having regard to the fact that the punishment of shot drill has been abolished in the Army since April, 1899, he has any, and, if so, what, explanation to give of the fact that shot drill has been inflicted on prisoners in the military cells at Lichfield up till the 17th February last.
