I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he will explain why Mr. M' Clung, a clerk in Galway Gaol, who has had to be cautioned more than once for attending street preaching in Galway which led to riots, and refused to obey the orders of the department, has been removed to Mountjoy Prison, Dublin; will Mr. M'Clung now be allowed to attend similar meetings in the Phoenix Park and elsewhere; and why have the Government overlooked this man's disobedience to orders.

Mr. M'Clung was transferred to Mountjoy Prison because he disobeyed an order to abstain, for obvious reasons, from taking part in such services in Galway. So far as the prison authorities are aware he has not taken part in similar services in Dublin, but any such action must be judged in each case with a regard to the circumstances. It would not be proper to forecast the view the authorities would take.

We considered the punishment of transferring him was quite sufficient for the offence. In other respects he is a very zealous and capable officer.
