§ CAPTAIN NORTONI beg to ask the First Lord of the Treasury whether he can state when he hopes to redeem his partial pledge, given in August, 1900, with respect to the introduction of legislation for giving security of tenure to teachers in public elementary schools, whose grievance has been increased by the passage of the Superannuation Act.
