I beg to ask the First Lord of the Treasury whether he has received a representation from Members of this House, jointly with the Parliamentary Committee of the Trades Union Council, in favour of an early day being fixed for the Second Reading of the Factory and Workshops Bill, and whether he can now state approximately the date for the Second Reading.

I have received the representation referred to in the question. I should hope that on a comparatively early day an opportunity may be afforded to send this Bill to the Grand Committee, but, of course, it will be quite impossible for the Bill to pass this year if it is to occupy any length of time. As far as I can ascertain, it is not likely to be discussed at length.
