I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if he will state in what respect the scheme for labourers' cottages in Birr No. 1 rural district was carelessly prepared.

The defects of the scheme were fully detailed in a letter addressed by the Local Government Board to the district council in August last. These were that there was not sufficient evidence of the statements in the representations; that due efforts were not made to utilise unoccupied dwellings, and that the interests of owners and occupiers were generally ignored.
