I beg to ask the Lord Advocate, as representing the Secretary for Scotland, in view of his statement that the sea area off the west coast of Scotland is not within the sea area controlled by the North Sea Convention, 1882, will he state whether the Fishery Board for Scotland has power under Section 10 of the Sea Fisheries Regulation (Scotland) Act, 1895, to make bye-laws extending the limits within which beam and otter trawling off the west coast of Scotland shall be declared to be illegal, and, if the Fishery Board has no such powers, will he take such steps as may be necessary to enable the Board to make a bye-law extending the three-mile limit off the west coast of Scotland.

The answer to the first paragraph of the hon. Member's question is in the negative. As regards the second paragraph, this could not be done without legislation.
