I beg to ask the Under Secretary of State for Foreign Affairs whether His Majesty's Government will lay upon the Table copies of the recent reports received from the British Minister at Teheran communicating the extent and conditions of the concessions granted in the years 1898, 1899, and 1900 by His Imperial Majesty the Shah to Russian financial syndicates for the purpose of constructing railways, opening banks, and building harbours in the Persian dominions.
