I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether, as Mr. M'Hugh, M.P., as registered proprietor of the Sligo Champion, is legally responsible while confined in Kilmainham gaol for the writings in his newspaper, he will direct that Mr. M'Hugh be accorded the same facilities in receiving and correcting his newspaper proofs and writing articles as were granted to the editor of the Roscommon Herald when confined as a first class misdemeanant in Sligo Gaol in 1889.

Mr. M'Hugh has made an application for permission to write for his newspaper and carry on the correspondence attached thereto. This application came before the visiting committee of the prison at a special meeting held yesterday, and was granted subject to conditions which are substantially identical with those imposed in 1889 in the case of the editor of the Roscommon Herald newspaper.
