I beg to ask the Secretary of State for the Colonies whether he is now able to communicate to the House the steps taken to provide recreation grounds for the naval and military forces stationed at Gibraltar, to improve the sanitary system in the garrison, and to secure that the leases of Crown lands shall not in future be granted to speculative builders and financial syndicates.

I have received a report from the Governor, which will be presented to Parliament, on recent improvements in Gibraltar in respect of sanitary and other matters. This report deals with the first two points referred to by the hon. Member; as to the third point, I have to refer him to my answer given to a similar question put by him on the 5th February, 1900, in which I stated that I had no information as to any Crown leases having been granted to syndicates of building speculators and rackrenters, and that the practice had always been, if possible, to renew leases to the former holders.
