I beg to ask the Under Secretary of State for War whether he can state the ground on which Colour-Sergeant Patrick Dee, attached as instructor to the headquarters companies of the 1st Volunteer Battalion Durham Light Infantry, was discharged from the Army on 7th March, 1899.
