MR. SWIFT MACNEILL (Donegal, S.)

I beg to ask the Secretary of State for War whether he will, in justice to Sir William Butler, now permit the publication of his despatches, when Acting Governor at the Cape, on the resources of the Boer Republic, the condition of British South Africa to repel invasion, and the probable effect on the British Colonies in South Africa in the event of a war between this country and the Transvaal; and whether Sir William Butler has himself requested that his despatches be published.
