I beg to ask the Secretary of State for the Home Department whether he is aware that the want of a State inebriate reformatory for the treatment of more criminal and refractory cases hampers the usefulness of the certified inebriate reformatories which have been established by town and county councils; and whether he will at once take steps to provide a State inebriate reformatory, in accordance with the power conferred upon him by the Inebriates Act of 1898.

I have already given my approval to plans for State inebriate reformatories for both men and women, and the work will be proceeded with as quickly as possible. I hope that temporary arrangements for the reception of women will be completed in three months.
