I beg to ask the Lord Advocate whether, in view of the fact that licensing magistrates in Scotland have recently made illegal recommendations to publicans as to the conduct of their licensed houses, and have penalised those who disregarded these recommendations by closing their houses for several days, he will take steps, by amending or amplifying the existing law, to prevent such illegal recommendations being made in the future.

I have no reason to suppose that it is a general practice among the licensing bodies in Scotland to issue recommendations such as those to which the hon. Member called my attention a few days ago, and for which there is no statutory warrant. In any view I do not propose to introduce legislation to deal with one incidental point of licensing reform.
