asked why the usual course had not been followed of specifying separately the particular year to which the sums voted were appropriated.

This is a Consolidated Fund and not an Appropriation Bill. It is only on the Appropriation Bill at the end of the session that the sums are specifically ear-marked.

Clause 4:—

MR. CALDWELL

objected to the title. The Bill was really the first "Consolidated Fund Bill." and not the "Consolidated Fund First Bill."

[The hon. Member moved an Amendment to this effect, but it was negatived.]
