WEIRI beg to ask the Lord Advocate if he will state how many certificates have been issued by the Secretary for Scotland, under Section 5 of the Light Railways Act, 1896 for the construction of light railways in the six Highland crofting counties; and will he state how many light railways have been constructed in these counties since the Light Railways Act came into force.
