I beg to ask the President of the Local Government Board whether the regulations issued by the Local Government Board for the guidance of sanitary officers in seizing meat from animals which have suffered from localised tuberculosis are intended as a model for adoption in bye-laws by sanitary authorities: and, if so, whether he will grant a Return of the sanitary authorities which have adopted them as bye-laws.
857 I beg also to ask the President of the Local Government Board whether his attention has been drawn to the portion of the Report of the Royal Commission on Tuberculosis, in which they state that they entertain no doubt that in certain places a great deal of meat is seized which is perfectly safe and wholesome food: whether any compensation was paid to the owners for such unlawful seizures; and what steps have been taken by the Local Government Board to prevent the continuance of such seizures of perfectly sound and wholesome food by officers of sanitary authorities; whether he is also aware that the Royal Commission adopted a number of recommendations for the prevention of such unlawful seizures in the case of meat from animals which had suffered from tuberculosis of a localised character; and whether the Local Government Board have issued regulations for the guidance of medical officers and inspectors of sanitary authorities.

I am aware of the statements and recommendations of the Royal Commission alluded to by the hon. Member, but I have no information as regards the payment of compensation. The Local Government Board have not prescribed regulations on the subject referred to. The Royal Commission laid down certain principles which, in their opinion, should be observed in the inspection of tuberculous carcases of cattle; and the Board in March, 1899, drew the attention of sanitary authorities to this matter, and stated that the authorities should direct those of their officers who were employed as meat inspectors to act in accordance with the principles laid down by the Commission.
