§ MR GODDARD (Ipswich)I beg to ask the President of the Local Government Board whether officials appointed by a board of guardians are or are not under the immediate control of the board of guardians appointing them; and, whether the superintendent of a home under the board of guardians can cause the children in such home to be vaccinated independently of the wishes of the parents or the guardians.
§ *MR. WALTER LONGThe duties of the more important officers of a board of guardians are prescribed by statute and by regulations made by the Local Government Board or their predecessors. The regulations generally contain a provision to the effect that the officer is to obey the lawful orders and directions of the guardians applicable to his office. The view of the Board is that under ordinary circumstances a child in an institution such as that referred to in the question should not bevaccinated if the parent or—in the case of an orphan or deserted child—the guardians object.
