S.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether a labourer living in a cottage not under a Labourers' Cottage Scheme, but which is the property of the farmer on whose land it is built, can claim as a matter of right the usual allowance of land under the Labourers Acts.
