WEIRI beg to ask the President of the Board of Trade, having regard to the fact that in 1894 a landowner of Rosehaugh, at Avoch, Ross-shire, obtained a Provisional Order for the con- 242 struction of a harbour, can it be stated whether Mr. Fletcher has since taken any steps to put into execution the terms of the Order; and will he state whether the Order has some time since lapsed.
