SCHWANN (Manchester, N.)I beg to ask the Secretary of State for India whether the sanction of His Majesty's Government has been given to a scheme by which it is proposed to join four or five provinces peopled with Pathan tribes, all outside the Indian border, under the same military, political, and revenue administration as now obtains in four of our own British districts within the borders of India; and will the full Papers relating to this scheme be laid before Parliament at an early date.
