I beg to ask the Under Secretary of State for Foreign Affairs whether the concession to China of an effective 5 per cent. tariff has been made without obtaining some guarantee from her for the effective fulfilment of her various treaty obligations.

VISCOUNT CRANBORNE

A proposal has been made to exact certain compensating advantages to trade in China in return for the concession of an effective 5 per cent. tariff. His Majesty's Minister at Peking has provisionally given his support to this proposal, and the matter is still under discussion.
