MR. J. A. PEASEI beg to ask the Under Secretary of State for Foreign Affairs whether it is intended to draw supplementary labour to the Islands of Pemba and Zanzibar from the British Protectorate of Uganda and British East Africa, under contracts for periods of three years, as recommended by Sir Lloyd Matthews last January; and, if so, what steps will be taken to secure for the natives full freedom in regard to entering into a contract, and full knowledge of the effect of any contract which may be entered into, and what arrangements will be made to secure for them satisfactory terms and conditions.
