NORMANI beg to ask the Secretary of State for Foreign Affairs whether his attention has been called to the Embassy from the Dalai Lama of Thibet to His Majesty the Emperor of Russia, with the alleged object of soliciting the protection of Russia against British encroachments; and whether His Majesty's Government has made, or proposes to make, any communication to the Russian Government upon this subject.
