§ MR. LUNDON (Limerick, E.)I beg to ask the Chief Secretary to the Lord 429 Lieutenant of Ireland whether, with a view of preventing public roads in several parts of Ireland from falling into a bad condition in the coming winter owing to the uncertainty of contract labour and the direct labour system in prospective, the Government can see their way to have the new order of things, outlined in the improvement of the Local Government (Ireland) Act, come into operation by the 1st day of October next, a proceeding that would give employment to the labourers when it cannot otherwise be had.
§ MR. WYNDHAMI presume the hon. Member refers to the Local Government Provisional Order (No. 3) Bill. There is a provision in the Order fixing the date on which it is to come into operation as the 1st of April next. This date was fixed having regard to the administrative arrangements of county and district councils, and I do not think it could be altered with advantage.
