I beg to ask the Lord Advocate whether, in the event of any burgh in Scotland having a local Act of its own, the Secretary for Scotland has any power to appoint an auditor.

The Town Councils Act of last year requires the Secretary for Scotland to appoint an auditor for every burgh, except the five large burghs. I am of opinion that this duty, which is an affirmative one, must be exercised notwithstanding the provisions of any local Act.
