I beg to ask the Secretary of State for the Colonies whether, in the written communications received by the Government from Lord Kitchener dealing with his interview with Botha on 28th February and with the subsequent communications passing betwixt them, Lord Kitchener has stated that he regarded the independence of the Transvaal and Orange River Colonies as the point upon which these negotiations failed
