I beg to ask the President of the Board of Trade whether he can state what steps, if any, the Board of Trade intend to take to secure that foreign vessels leaving British ports shall not carry more cargo than the amount indicated by the load-line of British ships.

MR. GERALD BALFOUR

When foreign ships take cargo at ports in the United Kingdom, the question whether they are overladen is determined on the same principles under which the load-line is applied to British ships. If necessary the foreign ships are detained under the provisions of Section 462, of the Merchant Shipping Act, 1894.

Can the right hon. Gentleman give the case of any foreign ship that has been detained?
