I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland what arrangements, if any, have been made under the new rules of the National Board of Education by which a workmistress can qualify to become a manual instructress, and whether, seeing that the teacher has to qualify in three subjects beside needlework, although the Board provides no facilities for training therein, he can say how under such circumstances the necessary certificate can be obtained.

Kindergarten is taught in many national schools and classes for instruction in hand and eye training and in elementary science, and object lessons are being formed as rapidly as possible in all parts of the country. Certificates in these subjects may be obtained in the same way as they are obtained in needlework—namely, through study and practice by the candidate under a competent instructor, the proficiency being subsequently tested by an examination.
