I beg to ask the Vice-President of the Committee of Council on Education if, under the Minute of 3rd July, children who by reason of illness have lost a year of their education in the day school will be prevented from continuing their elementary education in a public elementary evening school if they have attained the age of fifteen at the beginning of the school year.

They will not be prevented by the Minute of 3rd July, but by the law.

Am I to understand, then, that the Minute so far as the age limit is concerned is of no effect?
