I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that at the Clonmel petty sessions, held on Wednesday last, a planter named Stephenson was tried and convicted for horsewhipping a fourteen-year-old boy; and, seeing that Stephenson is one of the persons upon whose certificate of character Noonan, the emergency man, was recently released from prison one month before the expiration of his sentence, whether he proposes to take any steps in Noonan's case.

MR. WYNDHAM

"The fact may be as stated in the first paragraph, but there is not a particle of foundation for the assertion in the second paragraph. In any case, I cannot intervene in the exercise of the prerogative of mercy.

But was not Stephenson's name attached to the memorial? Will the right hon. Gentleman inquire.

MR. WYNDHAM

He had nothing to do with it, and there is no need therefore to inquire?

Is it not the fact that cases of this kind—
