§ THE UNDER SECRETARY OF STATE FOR FOREIGN AFFAIRS (Viscount CRANBORNE,) RochesterIt has been agreed that payment should be made by means of 4 per cent. bonds payable by China to each of the creditor Powers. Considerable progress has recently been made in the negotiations with regard to the sources of revenue to be utilised for the service of the bonds, but I am unable as yet to make any more detailed statement.
