I beg to ask the Secretary of State for War whether he is aware that a Lewis Reservist, who had the calf of his leg shot away at Magersfontein, South Africa, on making his way home to the Island of Lewis by M'Brayne's mail steamer "Clydesdale" recently, found himself unable to go down the steep stairs to the second class cabin for refreshment, and that having had recourse to the more accessible chief cabin was called upon to pay the excess fare; and will he communicate with Mr. David M'Brayne, who holds a monopoly of the West Highland steamer services, with a view to secure some special arrangement such as will meet cases of this kind without extra charge.

This case should be brought before the general officer commanding, Scotland. I cannot undertake under any system of decentralisation to deal with these matters by question and answer in Parliament.
