I beg to ask the Secretary to the Admiralty whether he has any official information to the effect that, during the recent stay of the Mediterranean Fleet at Gibraltar, certain French vessels of war, with lights extinguished, entered Algeciras Bay at night without being detected by the look-outs at Europa Point; and, if so, whether the secret practice is in accordance with usage, and whether he can state in what manner the men on duty explained their failure to detect the French vessels in question, and whether they are provided with night glasses.
