I beg to ask the Lord Advocate, as representing the Secretary for Scotland, in view of the difficulties which have arisen owing to the refusal of the landlord of Croir Farm, Bernera, Island of Lewis, to settle the people of the district on that farm, and having regard to the condition of the landless cottars and fishermen in the Hebrides, will he consider the desirability of introducing a Bill to amend the Congested Districts Board (Scotland) Act, 1897, somewhat on the lines of the Congested District Board (Ireland) Bill just brought in by the Secretary to the Lord Lieutenant, and which will give the Congested Districts Board for Scotland power to secure compulsorily lands suitable for the settlement of the Highland people.
